TO: REGIONAL CENTER EXECUTIVE DIRECTORS

SUBJECT: SELF-DETERMINATION PROGRAM: UPDATE TO FINANCIAL MANAGEMENT SERVICE PROVIDER REQUIREMENTS

This correspondence provides an update to the Financial Management Services (FMS) provider requirements outlined in the Department of Developmental Services’ (Department) correspondence dated December 21, 2018, and is issued pursuant to Welfare and Institutions Code section 4685.8(p)(2), which authorizes the Department to issue program directives or similar instructions until regulations are adopted.

The enclosure in the Department’s December 21, 2018 correspondence outlined requirements for FMS providers supporting participants in the Self-Determination Program that included the filing of a surety bond with the vendoring regional center. Effective May 1, 2024, FMS providers are no longer required to file the surety bond with the vendoring regional center.

If participants and/or families have questions regarding this correspondence, they should contact their regional center. Questions from regional centers should be directed to sdp@dds.ca.gov.
