TO: REGIONAL CENTER EXECUTIVE DIRECTORS
SUBJECT: REGIONAL CENTER PERFORMANCE MEASURES: SELF-DETERMINATION PROGRAM INCENTIVE PAYMENT
The purpose of this letter is to provide an update on the Regional Center Performance Measures (RCPM) incentive associated with the Self-Determination Program (SDP), upcoming allocations, and provide additional accounting guidance.
SDP Incentive
In a letter dated June 17, 2024, the Department provided details regarding updated SANDIS reporting requirements. All 21 regional centers successfully met the measure by entering the required SDP-related data elements in SANDIS by August 31, 2024. As a result, an incentive payment of $362,000 will be awarded to each regional center.
Allocations
Regional centers will receive the SDP incentive payment as part of the D-4 series allocation that was issued on December 26, 2024. In addition to the SDP-related allocation, the D-4 series will also allocate the FY 2022-23 incentives pursuant to the Directive issued on July 29, 2024. The D-4 allocation represents the first RCPM allocation, inclusive of all earned incentives to-date.
Claiming
These funds already have been earned. Regional centers do not need to wait for the expenses/purchases to occur prior to submitting claims. Claims should be made against the full amount of the allocation no later than March 15, 2025, to allow for year-end processing, and utilizing the standard General Fund Operations claim form. Regional centers must develop internal tracking processes to prevent double claiming once the expenditures actually occur.
Accounting
Regional centers have discretion regarding use the incentives to meet their operational needs. To maintain visibility into the statewide utilization of these resources, general ledger operational expense accounts have been established as outlined by Technical Bulletin 557 issued on December 16, 2024. The accounts are comprised of Direct Expenditures, Indirect Expenditures, and IT/Equipment Expenditures to mirror the operational structure identified in the Core Staffing Formula.
