SUBJECT: SELF-DETERMINATION PROGRAM: ANNUAL REGIONAL CENTER REPORT ON THE LOCAL VOLUNTEER ADVISORY COMMITTEE
In July 2021, the Developmental Services Budget Trailer Bill, AB 136 (Chapter 76, Statutes of 2021) amended Welfare and Institutions Code (WIC), Section 4685.8(w)(1) to include additional requirements for the committee composition of the regional center’s Self-Determination Program (SDP) Local Volunteer Advisory Committee. The purpose
of this correspondence is to provide guidance on the implementation of these requirements.
Regional Center Report on Local Volunteer Advisory Committee (LVAC)
The requirements for the committee composition of the LVAC are as follows:
- The regional center and the State Council on Developmental Disabilities shall each appoint one-half of the membership of the committee, which shall consist ofbindividuals served, family members, other advocates, and community leaders.
- In addition to the appointed members of the committee as described above, the
committee shall include the regional center clients’ rights advocate and a representative from a family resource center. - A majority of the committee shall be individuals served and their family members.
- The committee shall reflect the multicultural diversity and geographic profile of the regional center’s catchment area.
Statute requires regional centers to annually confirm in writing, that the LVAC meets the following statutory requirements:
- The name of each committee member, the statutory position they fill on the committee, and which entity appointed them to the committee,
- The name and job title of the regional center liaison to the LVAC, and
- A description of how the committee composition reflects the multicultural diversity and geographic profile of the regional center catchment area.
A reporting platform will be provided by the Department of Developmental Services (Department) to regional centers in advance of the due date. By August 1, 2024, and on an annual basis, the regional centers shall submit their report to the Department at sdp@dds.ca.gov.
